by regulations based on this Act: but to which Section Clause 2 of the Act applies. In such cases repair includes partial rebuilding or extension for earthquake-proofing, but does not include total rebuilding. Public facilities include:

 

a) Public facilities and public service facilities designated as refuge points in the regional disaster prevention plan
b) Public facilities used by large numbers of people (including roads, bridges and traffic safety facilities such as pedestrian bridges and traffic signals)
c) Public facilities and public service facilities (including government office buildings) that act as a base for disaster countermeasures at a time of disaster.

 

B) Building of a disaster-prevention base, the promotion of which should have priority for the five years from fiscal 1995, according to the regional disaster prevention plan In addition to the independent regional projects (disaster-prevention town planning projects) concerned with disaster prevention, should be promoted urgently and with priority for about five years from fiscal 1995. Existing projects such as the renewal of the existing disaster prevention base, are not included.
In addition the project should involve something used directly in the disaster: indirect projects such as education are not covered. Therefore, new buildings to be used forstudy and education, such as disaster prevention centres, are not covered (Such facilities should be equipped under the disaster prevention town planning project).
